USCIS MOVES TOWARD MANDATORY ONLINE FILING!

Published October 22, 2026

Paper Filing Could Soon Be Eliminated for Certain Immigration Applications!

The U.S. Department of Homeland Security (DHS) has introduced a significant new rule allowing U.S. Citizenship and Immigration Services (USCIS) to require certain immigration applications and petitions to be submitted electronically instead of by traditional mail.

The rule, published in the Federal Register, marked another major step toward a fully digital U.S. immigration system.

KEY CHANGES YOU SHOULD KNOW:

Mandatory online filing: USCIS can require electronic filing for immigration forms that have been available for online submission for at least 180 days.

60-day transition period: Before making online filing mandatory for a particular form, USCIS must announce the requirement publicly and provide a 60-day grace period.

Paper applications may be rejected: Once mandatory electronic filing takes effect for a specific form, paper submissions generally will no longer satisfy the filing requirement unless an exception or waiver applies.

Online accounts required: Applicants may submit eligible forms through their USCIS online accounts, including by uploading completed PDF forms where permitted.

Hardship exemptions available: Individuals who cannot reasonably file electronically may request a waiver using Form I-936, with supporting evidence and any applicable fee.

WHAT DOES THIS MEAN FOR IMMIGRANTS?

  • Whether you are applying for a green card, work authorization, citizenship, or another immigration benefit, you should pay close attention to USCIS filing instructions.
  • Importantly, not every immigration application is immediately subject to mandatory electronic filing. USCIS must separately announce when the requirement becomes mandatory for each eligible form.
  • Applicants should check the latest filing requirements before submitting applications to avoid unnecessary rejection or delays.

THE BOTTOM LINE

USCIS is accelerating its transition from paper-based immigration applications to a digital filing system.

The new rule is already effective, but mandatory online submission will be implemented on a form-by-form basis.

Stay informed. File correctly. Avoid preventable delays.
